Add hyperlink-vs-button rule; register new contracts in router

- controls-selection: forbid hyperlinks for opening modals/elements
  unless explicitly requested; buttons required instead.
- AGENT-BOOTSTRAP: add router entries for hardware-ingest-json and
  submodule-integration contracts (lint was failing without them).
